Could all or any of these issue constitute a case brought against The Norwegian State in or out of Norway?

In cases like this, it can often help to go to the newspapers. It's amazing how fast situations like these are often resolved once they hit the headlines. I've seen it happen before here in Denmark with these cases where people fall through the holes in the system.
