Why wouldn't a store prosecute a shoplifter who stole $150 worth of goods?

This was the second time the woman got caught at the same store. The woman was held, the police were called and an incident report filed, and the woman was banned by the manager from the store. Why wouldn't they prosecute the woman, especially since it was her second offense. She stuffed $150 worth of T-bone steaks in her purse and was caught on camera.
