How do you teach an almost 15 month old not to hit?

he doesnt hit out of frustration, he hits bc hes happy but if he hits me in the face I'll tell him no but then he gets this defiant look and keeps hitting me. i dont know if he thinks its a game or if hes testing me. should i put him down and walk away from the situation when he does this after i tell him no the first time?
