1959 VW was stolen in 1996,can i recover my vehicle,after 15yrs?

My neighbor had stolen my car in 1996,he kept it garaged for over 10 years .He has my car with different plates now.I still have my original pink slip.Can i recover my vehicle after this length of time,Can he still be prosecuted for the crime ?
